Committee news
The European Scout Committee will meet on 20 – 22
June 2003 in Croatia. The main topics on the agenda
will be: updating of the Region Plan 2004-2007,
preparation for the European Scout Conference,
financial situation, examining the results of the
symposium and the forum, as well as other topics
such as the status of the support to NSOs, past and
future events.
The Region Plan 2004-2007 will be updated keeping
under consideration:
- The provisional evaluation of the action plan
2001-2004 carried out by the Committee and the
European Scout Office.
- Interviews of NSOs carried out during the
symposium in Italy.
- The global strategy adopted in Thessaloniki in
July 2002.
- The internal and external opportunities offered to
the European Region.
This update will concentrate on the working methods
that the Region will be able to develop in order to
meet the needs and expectations of the NSOs better
in supporting high quality scouting and a real growth
in Europe.
European Scout and Guide Centre Managers’
Conference 2003
The 8th European Scout and Guide Centre Managers’
Conference titled ‘Moving Forward Together’ will be
held at Kandersteg International Scout Centre in
Switzerland from 15-19 October, 2003. The aim of
the conference is to strengthen and develop cooperation
among Scout and Guide Centres and to
facilitate strong working relations between staff of

RoverWay – People in Motion
The new European event, RoverWay – people in
motion, for Scouts and Guides aged 16-22 has
received a registration of more than 1800 young
participants from 23 different countries.
The organisers aim to have the widest possible range
of countries participating in the event, so as to
enhance a more complete cultural exchange and
diversity. If your country is not yet represented you
may contact the organisers of the event. There may
still be some places remaining.

Forum in slovenia
The 3rd Forum on Youth Programme and Adult
Resources took place between 10 and 17 May 2003 in
Lipica, Slovenia. Sixty participants representing 22
countries worked during the week on various topics
concerning not only youth programme and adult
resources but also communication, profile of Scouting
and management. The participants worked in small
international teams on issues like implementing the
Adults in Scouting model, Retaining and attracting
more adolescents, Rover programme, Youth
involvement or gender issues. To support their work,
several workshops have been provided by the
planning team in areas like: the learning organisation,
needs and interests of young people, the results of the
gender research, Rovers – skills for life, spiritual
development, project management. The results of the
Forum will be soon posted on the Regional website.
Youth and leisure time
A group of young people from the town of Pres?ov in
Slovakia organise youth meetings in Slovakia under
the sponsorship of the Europe Union. The meetings
are held at International Youth Camp –Kysak and
focus on the theme of ``Youth and leisure time’’.
The organisers seek participation from other European
countries, wishing to recognize Slovakia and young
Slovak people. The prospective participants must be
students or unemployed between the age of 16-21.
Board and lodging and trips around East Slovakia by
bus is paid for by the organisers. The Youth meeting
bringing together 20 young people from Slovakia and
20 from other EU states will be held in July and

Latest news from the European Scout
Foundation (ESF)
The Friends of Scouting in Europe (FOSE), the
precious group of "Scout Ambassadors" is now well on
the way toward reaching the 100 membership mark.
The next annual gathering of FOSE will take place in
Riga, Latvia, from 16 to 19 October 2003.
Should you be interested in contributing to the
development of Scouting in Eastern Europe, and to
spend an enjoyable weekend with friends, do not

Since the beginning of the fiscal year (September
2002), 19 projects from local Scout groups of Eastern
European countries, have been financed, for a total
amount of ¤35 000 by the ESF.
Serbian Strategy Team on the Move
The Strategy Team of Serbian Scout Organization
held its first session on 8 May 2003. This team was
formed as a follow-up to the results of the Workshop
on Management, supported by MOBA Project. Its aim
is to design and conduct the process of strategic
planning in the Serbian Scout Organization.
The objectives of the meeting were to reach an
agreement on the strategy and its implementation as
also to define the role of the Strategy Team. The
meeting also prepared a message to be disseminated
among the units and planned the way and means to
evaluate the current situation in the Association.
Working Session on Programme Development in the area
of "My life"
Working Session on Programme Development in the
area of "My life" was held in Krupac, near Bela
Palanka, Serbia, from 23-27 April. This Working
Session, that gathered 27 participants from Serbia,
Bosnia and Herzegovina, Macedonia and Croatia,
reinforced the willingness of young people to design
programmes and activities for themselves, in the
light of the problems and needs of the contemporary
youth. Eight activity handouts were created as result
of the work.
ESI in other languages
Following our recent call for volunteers to translate
Euro Scout Info, the monthly newsletter of the
Region, produced in French and English by the office,
will now be available in Balkan languages, Esperanto,
Finnish, German, Italian and Romanian. We seek
help from more volunteers so we can make the
newsletter available in the local language of each of
the 40 European countries. For more information

ESI Evaluation
We have now been publishing Euro Scout Info (ESI)
for a year. We sent out an evaluation questionnaire
along with the April issue of ESI in order to obtain
your feedback, which in turn would help us provide a
high quality of service in the field of internal

International Youth Summer Festival
An international youth festival is being organised in
Tallinn, Estonia, from 21 July – 4 August, 2003. The
aim of the project is to promote friendship and
mutual understanding between peers of various
nationalities through different activities like theatre,
dance and art. The festival also aims to help
teenagers understand their responsibility for future
peace in the world by organizing discussions and
debates. Foreign participants will also get an
opportunity to get acquainted with
history and modern life in the new country of Estonia
Scouting Ireland
Sunday, May 11 was a historic moment for the
scouts of Ireland. After spending 5 years in
narrowing the gap between both organizations, the
Scout Association of Ireland (SAI) and the Scouts of

Scouting Ireland

Ireland (CSI) have officially decided to create one
organization. The new Association will be launched
offficially on 1 January, 2004. The European Region

Peace Education in times of War
The Austrian Scouts and Guides Association PPÖ in an
initiative against the war in Iraq submitted a petition
to the political director of the Austrian Ministry for
Foreign Affairs, Dr. Walter Siegl. The petition was part
of peace education which is one of the fundamental
principles of the association.

European Commission Against Racism and Intolerance
(ECRI) of the Council of Europe released six new
reports examining racism, xenophobia, anti-Semitism
and intolerance in Andorra, Azerbaijan, Liechtenstein,
Lithuania, Moldova and Sweden.

Lithuania says “yes”
Lithuanians have voted massively (over 90%) in
favour of joining the EU at a referendum organised in
their country at the beginning of May. Lithuania,
which gained independence from the erstwhile USSR
13 years ago, undertook massive awareness
campaigns among the 3.5 million inhabitants
encouraging them to participate in the polls. The
daunting efforts led to an impressive turnout of about
67%. The referendum is encouraging and hopes are
that it will serve as an example to other candidate
countries to the EU.
